No definitely not true. The $190 charge is for staying at a Disney vacation club resort if your not a member. You don't get much for it though. Just access to a phone number to help reserve things from. I think it is also what gives you access to the Disney Magical Express. Which is just transportation to and from the airport. You still have to pay your normal park ticket fees. Transportation to the parks and around Disney is always free.
There is no charge for public transportation in and around Walt Disney World. Tickets to the parks depend on the number of days that you go to the parks and decrease in cost per day the more days that you add on.
