From the FWS site....We welcome all bikers (motorcyclists and bicyclists) to the National Bison Range. However, because of safety concerns, we do not allow them on any of the scenic drives, all of which are graveled. Bison, and other animals, can frequently be on the roads and there would be no barriers between riders and wildlife. Also, the gravel conditions may preclude bikes from avoiding dangerous situations quickly and safely.

This is partly because the rough, unpaved roads make motorcycling dangerous, but also because open vehicles can put drivers at risk of conflict with wildlife. No, we have waited for Bison, bear and antelope. One time a momma bison was being agressive towards the car because of her youngster. You just never know. There was a vehicle in front of us and in back so nothing we could do but wait patiently until she finally gave up and walked past us.
To those who have been through on motor cycle good luck it only takes one time getting caught in the middle of a buffalo herd and you or your surviving family would then try to sue the park. Do not attempt this!
I did. There were 8 of us on motorcycles. We didn't realize until after the loop that it recommends no motorcycles. There was nobody there to "let us" or stop us. We paid as we were supposed to. Payment is on the honor system
