There is a small fee ($5), but if you have an interagency pass for national parks, that will work.

As of 2020, Federal park passes are no longer accepted at the Bison Range. Visitors must purchase a day pass or an annual pass for all areas of the refuge, including the day-use area. Proceeds from these passes directly go to supporting the Bison Range, as it is no longer managed by Fish & Wildlife Services and does not receive federal funds. For more information, please contact our Visitors Center.

Stop by the visitor center for a day pass. I think they're only $10.

Small fee (per vehicle load). Worth a trip, we did the small loop and that was a good amount of time for us.
