Before you apply for energy assistance call the UI and ask them about the forgiveness program that's is you heat with electricity if is gas then call the gas company and ask them
Comm action only approves for your heating source weather it's gas, elect, oil. If you don't heat with electricity you might have to find other resources. If you call 411 you might get referred to an agency who can help depending on your situation. Good luck.
