They will help if they can
You have to go to office and get assistance paperwork. And they will give you telephone# to make appointment which you will bring paperwork you got too filled out.
To get a appointment for fuel/electric/gas assistance you must apply to be a customer then get a appointment for assistance.
I just went to fresh start the other day it's across from the Greene right next to CVS will a couple doors down from CVS it's actually in City Hall first or to the right if you go in there they will help you weigh more than any program has ever helped me and they know programs that will help your mother definitely either get into a better place with everything paid and I'm water electricity down to gas oil if this is she needs it you know or what it whatever those are covered no matter where she goes and then she would also be able to move into one of them North Haven 55 and older places that have you know stuff for her to do as well and they also paid the deposit for her to get in there and then her social security check would pay would be hers it wouldn't pay anyting....
They will send you letter with a client number which you must provide to the utility company. I don't think they send checks any more.
You can go on line to non-filers claims
The winter months are here and they might be behind on phone calls..and can't call go on Tuesday to get an appointment not over the phone.

Before you apply for energy assistance call the UI and ask them about the forgiveness program that's is you heat with electricity if is gas then call the gas company and ask them
