There is not a separate ticket for harry potter. Like everyone says, it's included in the ticket to universal or islands of adventure. You will need a park to park ticket tooi ride the Hogwarts Express which runs between the two parks.
No ... to visit Wizarding Workd of Harry Potter, you need to get a pass to Universal Islands of Adventure. If you want to visit Diagon Alley, which is another Harry Potter themed part, you will need a park-to-park pass (a 2 park pass). And, you can walk to it, or take the Hogwarts Express ride.
If you want to see both parts of the harry potter world you need a 2 park ticket. Hogsmede is in the islands of adventure and you ride the Hogwarts express train to get there. I would recommend you get the 2 park ticket it is worth the expense.
Two park pass to see the castle (islands of adventure) and Diagon alley (Universal Studios) . I highly recommend getting the fast pass (not sure what it is called here) but it cuts your wait times significantly.

No there isn't a harry potter only ticket and the harry potter exhibition spans between both of the main parks you will have to get the two park ticket
