Definitely buy the 2 park pass so you can go on Hogwarts Express between the 2 parks.
Same price for me 170 bucks, if you dont like long wait lines you can pay an extra charge a fast pass (almost no wait line). You so this payment once inside the park i believe.
I paid $170 for a single adult, one day ticket. This included admission to both parks that have Harry Potter (Diagon Alley/Hogsmeade). It also depends on what day you go and month. I went on a Monday the second week in April.
I bought the 2 parks 1 day for $170. Harry Potter is on both, Universal and Islands of Adventure.
