Find the adult owner, have a conversation, come to an agreement. If you explain the situation, a reasonable adult will try to address the complaint. If you call animal control and the yorkies are taken, they'll likely be euthanized. I wouldn't want that on my conscience.
Talk to the apartment management first. If it still continues you can call CCAC and make a leash law complaint
Id give the neighbor a warning just incase she doesnt know what there doing. Like most she probably just doesnt care its hard to believe they couldn't be adopted out if they were taking from the owner. Dog mace will do the trick then let her know bet she'll care then.
