As far a a county license, you can do it at some local vet hospitals, come in to animal control and do it there, or go to the cumberland county animal control webpage and find the link to do it online

At your Vet...they'll take care of the rest...taxes are $7 for spayed/neutered or $25 if not altered...unless they went up in price...
