My best suggestion: keep the car on your property for more than 30 dayz and then go to the dmv andi inform them that you've purchased the car from you know who and you cant get in touch with the owner and then the dmv will have to get ahold of the owner to sign it and just so happens they cannot get in contact w/owner the dmv will have to sign the car over to you. You should Google on what to do. And check to see if it is swollen car or used in a crime.

Get a bill of sale from the offer up guy. He need to Wright that he can not find the person he bought the car off of sign and date
