I believe some of them don't understand that a large part of their job is customer service
Some of them seem to have an extremely large number of clients to see. That may cause them to forget their manners.
Some people work in jobs that is not their niche and need to pay bills. Apparently they are not monitored for their Customer Service skills nor monitored to give correct information to the public they serve.
Customer relations can be difficult. Your environment has a lot to do with response, its a difficult situation on both sides.
Seeing a large number of people don't give you the right to be very rule and unhelpful to others. If you don't like the job dealing with people, go find another job.
