Also there may be traffic entering the base at that time I would arrive 45 min or so early but watch launch updates for launch delays timing etc.
It is a great spot to watch the launch. Plenty of parking, lots of room, and some bleacher style seating available. I would definitely take lawn chairs because the bleachers are quite small. Depending on where you park it could be a one or two minute walk to the crossing section for the road to get to the viewing area.
