I drive pass this house everyday on the way to work and back, and they have their maybe 8 pound dog outside chained up 24/7. is that illegal and can I report them? They never bring the dog in. Even when it gets below freezing and pours down rain.

If there is no doghouse available. You can call it in as a possible neglect case. It is the only complaint you can make anonymously. You need a house number, description of house and animal and where in yard it is located. I've had cases overturned due to a tree there that provides shade and cover from rain. Its not usual. But, the judge will usually rule in Animal Controls favor and a good officer will have photos. But, don't expect immediate compliance. The officer must first tag the house with a warning and if they don't comply. He can write them a citation to appear in court

I would report them. If it is illegal to leave a dog in the car, that surely has to be illegal.
