If you encounter this, it is best to call the sheriff to break the glass. Don't know if it is illegal, but the police can rescue the animal.

Its the ACO's discretion. Don't call Sheriff, call public safety and an ACO is usually close enough to respond. If not. Ask the store owner to broadcast over P.A. for owner to attend to dog and that officials have been notified. But, Animal Control will respond or they will call a deputy if needwd
