I think its because once people start feeding them they become reliant on people. And become a nuisance. That is my opinion not sure what the exact reason is by city officials.
This I'm not sure of, you'll probably have to check with the city parks about that..
"They want the ducks to have a more natural way of life, one they would be living out in the wild. They would be hunting for their food and teaching the other generations the same. When we feed them we are giving them "PEOPLE FOOD" which in turn can be very harmful to wild animals. I know it's cute to watch the ducks eat and follow you but in the long run by not feeding them you are adding years to their life for us to enjoy!
