A&A storage welfare pays for that.
There are too many mixed information about them paying for storage so I'm not too sure, in my case, they can only do a 1 shot deal to pay for mine but I didn't take it. Others say that it is possible but it hasn't happened to me.
Not directly as far as I know but there are emergency funds availible in some cases and that money could be applied to storage.
