The concierge are great for tips. Irving Street Kitchen is a nice place for food. Blue Star doughnuts are way better than voodoo doughnuts, it will make sense when you are there. As for walking around there are a lot of homeless people in the area, they gave us no reason for concern but maybe be mindful of their presence. Hoxton has amazing mexican food, but there is an indoor market close to the hotel you will find has good wine, beer and food. If you are driving there is a covered parkade 2 blocks up (pink building) that has good rates.
A rain coat and umbrella. The Hoxton is beautiful. The immediate area isnt Portlands finest, but you are with in walking distance of great neighborhoods and restaurants.
I agree with what everyone else has said. I walked to the hoxton from nw Portland and it was ok. There are folks sleeping on the streets not far from the hotel. As long as your walking in that area is during the day you'll be fine.
