Unless you are married to a Vietnamese citizen it will cost more than $70. You need to show a marriage certificate from Vietnam. My recommendation is to go to the consulate in San Francisco. And fill out the Visa form there. You don't need a picture since they will just take the picture from your passport. I know this because I did the process in May.
