Majority of cats know what to do with the litter pan. In the wild big cats cover their mess, so they naturally do. Dogs not so much. Never adopted from them but like people each is different and some come with baggage. It can be environmentally or how they were treated previously, mean people, mean cat. I've encountered mean or standoffish cats but once you show that you're not the evil human they come around but building trust takes time and patience. I'm sure there is a fee. Caring for the animals costs money.
Diesel, is about 3 1/2 yrs old and 80 lbs. Housebroken, snd crate trained. Great around family members and warms up to strangers in time. Needs socialization work with other animals, but all things considered, he's s great dog. . The fee was $75. Chipped, neutered, medical and intake paperwork included. A Vet visit voucher, collar, tags, food, etc included too. Great experience and most importantly, a life was saved!
So far we haven't had any problems. Adults are $75. Puppies are $150. Not sure. Our dog seems to be house broken.

I have adopted 2 cats from there. One is great. The other we had to bring back. I wouldn't describe him as having behavioral problems, but something was definitely wrong. Nether cat had to be litter trained. Just show them the box and they know what to do
They do a pretty extensive behavioral evaluation on the dog and you can ask to see this in the paperwork... from how nicely they take treats to how they interact with other people or animals. No guarentee of what you're gonna get long term but helpful in making your decision
