Well, unfortunately there aren't any discounts for people with disabilities. Try calling the aspca they may be able to refer you to a place

As of today, the ASPCA will not be handling cases such as an ear infection or other non emergency cases. Only critical and urgent health issues are being considered. I was just there last week and this is what was told me. Perhaps a local vet will be able to help with your situation. Wish you well.
