Dog 🐕 is 10yrs old small 🐕, he is sometimes eating feces. Should I take him to the Vet or the ASPCA??

You might bring him to your vet. Watch out for signs of vomiting or not eating his or her food, sometimes they do that. The Animal medical center on 59th or 60th has 24 hour veterinary services, if you don't have a vet of your own. Though the ASPCA might help, you can call and find out

If he has any symptoms that you are worried about you should always go but, keep in mind it is very normal for dogs to eat either there own or other dogs poop. Keep in mind also that if anything seems not normal always go to the vet.
