Unsure about setting up a tent there. I would call them to ask first. You don't have to rent a pavilion to go there. If one is empty you can sit there as your kids enjoy the park and play.

Absolutely, most of the time it's not being used, great park for the kids.
The field is open to everyone, however you do need to be aware that if they're holding an event, you cannot use the field. They hold events quite often, but they have signs a few days before hand - usually - saying when they'll be held!
