No sir 100 pct free to park and be on thr grounds. There is a fee to tour the fort itself but the acreage.. Water front... Eisenhower house.. Docks... All free to meander and there is a TON of space for social distancing. More space than parking to even get enough people in there to be less than 6 ft apart... Also bathrooms but the auxiliary bathroom in the first parking lot remains closed. Main restrooms still open. No porto potties on Eisenhower house side. Also both sides of the road on Eisenhower house side are full shade parking enough for maybe 40 vehicles.
Yes, it is completely free to park and walk the grounds. There are fees for the tours but obviously that is just an option for you. Go in and enjoy the beautiful scenery and history that goes along with it.
