The 14 line goes from Newport to Prov via PVD airport. Im not sure of the times, but you can call RIPTA and get a schedule for the 14.

On my last trip to Newport I was there in April so I don't know if there is anything going on in July wish I could be of better help to you
You can tour the Naval War College but you need prior approval. The approval takes several days to get. Don't remember who to contact for approval.
if you park for 2 hours or less I guess it would be free. the visitor center desk gives you a 2 hour credit.
I don't know never visited Newport around Christmas time my visit was in March
There are NO lockers at the bus station.
The airport is just South of Providence there's mass transportation options to get you from the airport to downtown easy its West of Newport I don't think there's a mass transit option to Newport.

As far as I know the ticket we purchased was valet for the day of purchase
Stayed Year’s ago, there was a parking lot on the street behind the inn. Walking distance but you must pay. Maybe they validate.
