Put an ad in the paper post something on twitter or Facebook but please dont take the pit to s shelter they are over run on pitbulls and even though he is a puppy they will only hold him for a certain time and if he doesn't get adopted they will put him down all shelters in DC are kill shelters which means they only hold animals for a certain amount of time before they put them down I know this because I used to volunteer with the Trap and release program through the Humane Society so please try anything else that you can but please don't send that puppy to a shelter they're so overrun with pit bulls puppies grown maybe you can talk to your landlord and maybe pay a deposit but please don't send it to a shelter.
