Yes, you can bring your own food and water but you have to eat outside they have benches .
Food is okay. They have an area on the property that is facing the water where you can sit and enjoy a meal that you have brought from home. I wish I had done this as the food place inside is very over priced.

Yes. There are water stations to refill your water bottles.
Water is fine, unsure of food. However, almost everyone in the Aquarium has a bag or backpack of some sort. So I'm sure it would be quite easy to sneak something in. They also have a small kitchen inside to order food.
