The doors are locked and they won't let you in. I tried on Tuesday. You have to talk to someone through a speaker and they will assure you someone will call you (they won't). She also told me 401 Topeka is just the KDOL building. The unemployment building is at an undisclosed location. So, they don't answer the phone, they don't return emails, they don't respond to written letters, they hid one location and locked up the other (401 Topeka).
Yes, I've gone up there. What Kelly said is correct - the doors are locked and they'll only speak to you through the intercom. The woman who monitors it is incredibly rude and isn't remotely interested in hearing the specifics of your case, but she will take your name, last 4 of your social, and phone number, which she emails to Unemployment for a callback. I'm not sure if it's a direct result of my visits (I went there 3 times), but Unemployment did finally call me last week.
