No they're not. Yo have to pay about $10 for each and for the Chip you pay $10 too

They actually do offer free spay & neuter plus chip but you need to live within the zip codes they offer to qualify. You should visit their website for more info. They give specific detail about the requirements. I took two of my dogs and they were great with them! I really recommend looking into it, maybe you qualify and doesn't hurt to try. Good luck.
