The last two times I was there I saw several couples and individuals walking their dogs. It's a great place to do so. As stated before though, ensure you are prepared to clean up after them.
Yes you can, well behaved dogs are welcome, be a good dog companion and clean up should the need to go.

I'm not sure. Some people did have a dog but I don't know if they were a pet or a service dog.
