Why does this station place cones in half of the handicapped parking spaces ? Why are taxis allowed to block access to the other half? Does Amtrak value the earning capacity of taxis more than accessibility for the paying customers?

The last time that I was there a lot earlier was under construction but I'm they have a location for taxi cabs and for people dropping off and picking up.
