My friend is Brazilian and she was “refused” for a us visa to the USA, but they didnt check for her paperwork’s or anything related to qualification. The lady who is asian American just told her that she is refused without a valid reason

Very common and they do not need a "reason". Be sure all of the paperwork submitted is perfect, that she has ties such as family, home, career etc in Brazil before she ever applies for a US visa.
