Def no camping allowed on IRB. You can walk on the beach any hour. Public park access on 15th Ave closes at Sunset, the free and permit accesses close around 11 or 12 at night. Times are posted for those.

You would want to contact the city for rules, some beaches allow 24 hour access, definitely not ones with break front houses.
