Got the same issue after I applied in July 2020. You have to go directly to DMV after you make an appointment. After I went in person, I received my renewed license in a week.

I would definitely make contact in person at the Santa Clara DMV. Let them know that you haven't received your renewed license. I'm sure they will be able to get you your license. Good luck!
