Why hester park never open up their rest rooms..even when kids are on play ground area..if illegal action is taking place in the Hester Park bathroom s then why have workers on duty.

When i went to Hester Park the bathrooms by the park area was open. It was around almost 11 a.m. I don't know why on the other side of the park those bathrooms seems to be always locked.
