They can do it without. Then a photo and that same day you can make an appt to the clnic nearest to you ask about urgent care clinics. Do not go to victorville you need to go to loma linda then you can go to victorville for phone appt do not call go there If you call they say they will call you back . When ? Maybe a week later .they will mail you your photo VA ID
