Have you attempted calling the office? They are usually pretty helpful.
I moved to victorville and it took 2 weeks to get set up now phone appt only don't call them go there. They have a list of urgent care clinics close by where you can get treatment same day and it's free or your normal co pay . If I'm sick that's where I'm going . Getting an appt is like pulling teeth at victorville and it most likely be far into the future .
If you have a primary at the main facility you would need to be released in order to transfer. Keep in mind all the specialized clinics are at the main facility so you could possibly have to go there for treatment.
Actually I had to wait for opening. So I guess it would vary. Me personally took about a year.
I'm not a veteran only a volunteer. I'm sure your transfer shouldn't be hard with everything being electronic these days.
