The resevoir is above the park and swimming is allowed. Kids wade in the creek that runs through the park, seems "unofficial" but tolerated.
The reservoir located at the very top of the park has swimming. The water is cold but they have a nice beach area and grass to picnic on. Also right near the playground at Lithia park they have an are for kids to wade in the water.

If to go past the park & up the road to the Reservoir sure but At the park there is no swimming, you can walk in the creek that flows through they have other places in town that have some kind of swimming, or you can go to one of the many Lake's and River's or Creeks that we have around here,
