Technically no not all are allowed. Service animals are allowed on leash. There are signs posted that dogs are not allowed.

No. Sign is posted at entry at the foot bridge entrance, and elsewhere. Some of the trails on the border of the park allow dogs on a leash, but some trails are marked no pets that are coming in through the park.
