You may walk your dog on leash around Lithia Park. If you take Winburn Way, which is a paved road that cuts through the middle of the park, you can loop around the backside of Lithia Park (the pavement turns to dirt) and come out by Shakespeare. The loop is approximately 3 miles. View a map http://www.ashland.or.us/Files/DogWalks.pdf --- Ashland Parks and Recreation Commission manages 18 parks in the City of Ashland and 16 of the parks are dog-friendly (on leash). WoofWaste dispensers are located throughout the town. The two parks that do not allow dogs are Lithia Park and North Mountain Park, primarily to protect wildlife.
I wouldn’t risk it. We moved out of Ashland partly because of the dog policy. Walking my old dog along the edge of the park, dodging cars, I let her rest on the grass. I was given a ticket with a $250 fine. Ashland is NOT friendly or fair to dogs.

No dogs even on leashes. You can only walk your dog on the street.
