Irresponsible dog owner that needs training. Call and report the incident immediately, before it's a child the dog decides to maul. I've seen it happen, it's not nice. The child lost part of an ear. Stay safe!
File a report with them. Do you have any documentation to support your complaint? Get your neighbor to report it as well. So sad. The dog has a small prey drive and probably is not socialized. The Neighbor's fault for not keeping the dog confined and training properly. They should be held accountable. Because of their irresponsibility the dog will pay the price. But, do file a complaint . They do come out and investigate and they are very fair in the process. He will be cited and if another incident occurs they will confiscate the dog.
