No. The dogs would have to swim across the creek and climb a hill to escape though.

The access to the creek is gated, but once you're in the creek, its open.

The creek is open on the side opposite the dog park. I think most dogs would be fine especially in the deep part where there's a fence at the top of the hill. My dog did get oyt from the shallow part of the creek so she doesn't get to go in the water anymore.

The creek is only gated on the side the park is on. As others have said the street side is open but the hill is extremely steep and I've never even seen a dog attempt it. One side of the creek is shallow the other deeper all dogs can go in both sides just be careful as smaller dogs can get anxious of the deep water

There is a 20 foot hill between the creek and the road above. Most dogs have too much fun swimming and playing in the water to even notice they can just walk up the hill.
