The Canadian Consulate is in Los Angeles, California, USA 1500 miles from the Canadian border, pretty useless place for it to be if you're stuck at the Canadian border and your passport has expired, unless you are a Cuban.

The consulate is there to provide services for Canucks outside the country and there's a huge population of them living in southern California. Also a large number of visitors from Canada each year who need services. So, L.A. is a convenient location for this office.
