Unfortunately it's true. I have waited for ID, license plates and with my job state licenses. State and federal offices are quick to cash your check but are understaffed. I waited 3 months for plates and for my driver's license.
Yeah we are all waiting for something from Sacramento, unfortunately they are understaffed, I'm still waiting for handicap placard. You can try to call leave your number and they will call you back in order of your call(hour) they may tell you something different, who knows? Sorry I couldn't be more helpful.
