Yes, but like anywhere else you need a current license. Big fine if a game officer asks to see your license and you don't have one, but patrolling is very rare. Also, if you are unfamiliar with Bay fishing, there is a lot of mercury in the bay leftover from gold mining upstream. Study the signage near the entrances to learn which parts off which fish are safest.
There are several areas that are suitable for fishing and many that aren't. Please watch out for the dogs.
