No. But their live release rate is very high. In some circumstances, euthanasia is the most humane action to be taken. However, they try very hard not to resort to that. For example, I am currently fostering for Bradshaw a wonderful female dog who is eight years young and who has less than perfect eyesight. For a wide variety of animals to escape euthanasia there needs to be a wide variety of folks willing to adopt them but there are not.
