Picnic areas are subject to first come first serve basis is not reserved in advance for a fee. It's a popular park, especially on weekends. I'd recommend reserving your area of choice if it isn't already.

It's a popular park. If you want to use the tables there, yes, you'll have to reserve. If you bring your own tables and chairs, you can go early and just set up. I've seen plenty of people do that without reserving.
