They do, as I recall. I think there are vending machines next to the Koi ponds which take quarters.
The Japanese Friendship Garden does normally offer special koi food for 1 or 2 quarters, in vending machines around the koi pond. But at this moment, the vending machine was vandalized so it was removed. So, hopefully by the time you go the machine will be repaired. If you go and the machine is gone still, you can report to the City, "Report a Park Concern" and your voice will be heard.
