If the USPS cannot deliver to your mailing address they will return the mail to the Registrar of Voters undeliverable. You could change your mailing address by phone by calling the Registrar of Voters or online. It will not automatically be changed by when you change addresses with the USPS.
The USPS should forward election mail. It usually sends a notice to the ROV alerting them of a change of address filed with them. However I would still call in to the ROV, ask for vote by mail, and ask them to check if they have updated it. If it was recent they may not have changed it. They can send you something to confirm, with a signature, your change of address if it hasn't.
