Absolutely. He can go and file a wageclaim like Joe stated. I want to note that The Labor Commissioner's office does not care about immigration status. They care about employees being paid properly and are here to enforce labor laws, not immigration status. If the employer tries to make threats, he may want to file a retaliation claim as well.
