At Cal Sate I was called a Cuban Jew and told that they only hire and promote faculty from the inside. Cal State is paid for by taxpayers. Why isn’t that written in the HR guidelines? I am a Hispanic filmmaker with awards, established professional experience and credentials, and a UCLA in film 2012. Governor Brown pays lip service to serious issues, but only deals with political expediency. He cares about illegal immigrants but ignores Americans of Hispanic background. What does the governor want me to do? How do I support myself in an industry where Hispanics do not even constitute ONE percent of the behind the cameras work force. Why are universities silent? Why is there only debt but no outcome? Why are they keeping certain Hispanics out of employment?

Count me as part of the solid middle class who PAY taxes and sacrifice to educate their children through college degrees. No fun toys, no expensive vacations. Now we are waking up and wondering WHAT THE HELL IS GOING ON WITH CALIFORNIA POLITICS?! Shame on Governor Brown and Attny Gen Bacera. It's great to see California cities and counties pushing back at Sacramento. We are AMERICANS FIRST. Follow the US Constitution Mr. Brown. If you and Mr. Bacera get your way...I will follow my patriotic citizens OUT of California. So sad. You're on the wrong side of history, guys. For your egregious sins, I hope you end up in hand cuffs.

Governor Brown is a dictator and has committed treason against the USA and California. Brown should be in prison for his crimes against the USA and California. Violations of the Constitution of our great land and California in which he swore an oath to uphold.

Please understand that this letter is not looking for my own interest, instead it is fighting for the interest of California. In 2005 Caltrans fired me without following rules and regulations. Supervisor with Office of Engineering Services just handed me a letter during my lunch break while I was eating my lunch and told me to leave immediately. The letter was stating that I had no ability to do my job while I was not failing to do my job but also doing two other employees job when they came late and left early almost on daily basis for years without charging any time off. SPB claimed that it is not SPB jurisdiction. CSEA took my union due but ignored me. Caltrans then sent a separation letter for me to choose reason why I left. I appealed in court and got my job back with the help of Office of Governor Arnold Swatzneiger. Then Caltrans did not follow court order to process reinstatement, but canceled termination and forced me to lie that I worked 8 hours a day 5 days a week for six months that I did not work or Caltrans would not pay me salary. I am still paying back the retirement benefit I applied legally in year 2005. THE SYSTEM OF STATE OF CALIFORNA IS DISFUNCTIONING. In Caltrans INDIVIDUAL DEVELOPMENT PLAN (IDP) should be provided to employee every year. 1st page is Evaluation by supervisor. 2nd page is Objectives and Plans for Achieving Objective for staff to complete. 18 years in Caltrans and I only got one IDP. that was done by supervisor with Office of Surveys, he did not allow me to complete 2nd page. Also I supposed to get a job description first day I worked with Office of Surveys, but I did not get one till 5 years later in 2010, and effective day was 2005. It is not something you can retroactive. That job description did not reflect the work I actually did. For example 60% time should be typing Engineering Report, in fact I did not type one report over ten years. Actually I did out of classification job over 7 years such as creating format of vehicle report from scratch, using EFIC and CalCard for procumment, and so on. The same supervisor failed to process upward mobility program and failed to provide the information I need to do my job such as updated organization chart, when field office moved to where, or the staff got training did not do the job, I did not get training but required to do the job, or where was he or when he would be back when he was out of the office. He ignored my email over ten years and I got an email stating that my email to him was deleted without reading it. THE SUPERVISOR OF STATE OF CALIFORNAI IS DISFUNCTIONING. In Caltrans employee should sign STAFF EXPECTATIONS. It emphasized cooperation, fairness, honesty, respect, and directors' policies such as Equal Employment Opportunity, Discrimination and Harassment and so on. In reality it was a joke, lie, misleading, and confusing. When I emailed my present supervisor about problem in the Office of Surveys, he ignored my email over ten years or deleted without reading it . I followed chain of command and email to ‘Ask Director a Question’ and still did not get the answer. He had no problem to say anything he wanted to and denied later, but he had problem to put it in writing. I am the only one passed SSA exam in the office, got US college degree, and did SSA work over 7 years, but I do not get SSA position. When other SSA did not pass SSA exam and did not have college degree, and got the position automatically. When those SSA failed to do SSA job, my supervisor yelled at me, put paper in trash can in front of me, and moved their job on me. Then he claimed that it was my job. Most important is that I am not qualified for upgraded, I am also not qualified for training, evaluation, upward mobility program, or making my Plans for Achieving my Objective too; I am only qualified to do out of classification jobs over 7 years and letting him torture and abuse. THE STAFF EXPECTATIONS IS NOT FUNCTIONING. Document to support my statement will be provided upon request. I work for D7 Office of Surveys.
